This dog was found in Fulton County, Georgia. Someone had tied a tiny rope around the dog’s neck so tight that she could barely breathe and her head swelled up. She couldn’t eat because she couldn’t swallow anything. But two good samaritans found the dog and she is now in the care of Second Chance Rescue NYC.
